- Preheat your oven to 350°F (175°C) and grease a 9x13-inch baking pan.
- In a large mixing bowl, blend together flour, sugar, and baking powder. In a separate bowl, whisk eggs and add to dry ingredients along with milk.
- Mix until the batter is smooth and pour it into the prepared pan. Bake for 25–30 minutes.
- While the cake cools, whisk together evaporated milk, sweetened condensed milk, and whole milk in a medium bowl.
- Poke holes all over the cooled cake with a fork and pour the milk mixture over the cake.
- Cover and refrigerate for at least 4 hours, preferably overnight.
- Just before serving, whip heavy cream until stiff peaks form, adding powdered sugar if desired.
- Spread whipped cream over the chilled cake and sprinkle with crushed Biscoff cookies.
- Serve chilled and enjoy!
